US lawmakers are meeting during the weekend for the first time since the federal closure began more than a month ago, but expectations for a bipartisan agreement on how to resolve the impasse appeared to recede as GOP senators proposed a plan toxic to Democrats: scrapping the Affordable Care Act, known as Obamacare.
Deepening Impact of Government Shutdown
The effect on Americans from the longest closure of the federal government in history worsened on Saturday, as federal workers went unpaid, airlines were compelled to cancel flights and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
President's Plan from Golf Course
As weekend meeting got started, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be replaced by health savings accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
GOP Support
Several Republican senators welcomed the proposal, which is similar to a replacement for Obamacare put forward in 2017.
"We will replace this broken system with something that is actually better for the patient," one senator said.
Another senator commended Trump's proposal on social media, and displayed a large print of Trump's post as he addressed on the Senate floor.
"I am drafting the bill right now," a third senator wrote in response to Trump's proposal. "We need to stop taxpayer money from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Reaction
Democratic lawmakers shared concerned reactions to Trump's proposal.
"In other words, Donald Trump's 'proposal' for health care is yet another calculated attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by voters and Congress."
Another senator responded to the censure of carriers by writing: "Oh, Trump and the Republicans dislike how the large insurance companies are overcharging Americans. Really? Then I applaud your support for universal healthcare."
Ongoing Talks
The Senate went into recess without finding a solution, but Senate Republican leaders have indicated an willingness to an emerging plan from a handful of centrist lawmakers to terminate the closure in exchange for a future vote on the ACA subsidies.
One Democratic senator, who is leading the talks among moderates, said that Democrats "need another path forward" after Republicans turned down an proposal to reopen the government and extend the subsidies for a year.
Another leading Democratic lawmaker persisted in arguing that Republicans should accept a one-year extension of the payments before discussing the future of the subsidies.
"Doing nothing is irresponsible because people will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress fails to act."
Partisan Situation
Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same insurance companies, or that Republican lawmakers need the backing of eight Democrats to restart the government, and the concept of eliminating and replacing Obamacare with savings accounts is improbable to earn a solitary Democratic vote.
Several analysts indicated that the core of such a proposal would eliminate the ACA's requirement that carriers cover individuals with pre-existing conditions.
After his golf outing, Trump returned to his private club and reiterated on his insistence that Republicans stop seeking agreement and try instead to repeal and replace Obamacare with a iteration of the proposal that failed to secure enough backing in 2017.
